    Mine overpumps as well actually. But only when the pump stops. My overflow is nowhere near 18" above the header tank. My water level is quite low, so I guess some extension to the overflow is necessary.

    Speaking from a neutral perspective - I think the rise in house prices has contributed to some tradesmen overpricing. They think, well if this house "was bought/is worth" 200k then 3.5k is peanuts. But actually its not peanuts is it. With inflation only at 2%, the 3.5k wont deflate away...

    I'm guessing the smaller tank is your header tank for your open vented central heating? You do have central heating? This is unlikely to ever go down unless you drain your CH. My guess is the valve that controls the water level in this tank is faulty?

    Ask yourself what someone would expect to pay for an outside tap? Surely it depends on how much pipework routing needs to be done etc? £75 ?

    All these read the manual comments. Are you telling me that there is nothing common to every boiler service?? I'm thinking that they probably dont do much at all apart from 'clean crud'!!! Where do they clean crud from? The heat exchanger? And make sure the flue isn't obstructed by hedging...
