    From a maintenance point of view that boards is horrendous with live bus bars and earth cables exposed. I wouldn't go poking around too much! At least there's an isolator to turn the power off to replace it with something more suitable.

    TTC's right the fuse has been removed so not as bad as I first thought, needs attention just in case someone decides to poke around though.

    Post a photo of you Cut out/supply. Sounds like it's a TT and that Earth Rod will need testing if that's the case.

    That is a Highways DNO cut out and requires urgent rectification and a cover put back on and fixed with a tool, it's very dangerous like that and someone could get electrocuted if they touch that! Especially a child or even and animal

    Why not run the cable/conduit to an outside joint box butting up to the light then chase out a small piece of cement/mortar so the cable can run that way? Repointing if necessary

    I tend to opt for conduit and a round conduit box for maintenance Using 1.5mm to Feed lights and channel a small amount the celotex (depending on how thick it is) given it's not that big it's hardly going to compromise the insulation.
