I would try to avoid silicone if possible, the pipe would need to be super dry to allow the silicone to seal and you wouldn't actually be sealing the pipe, just putting a shroud around the pipe. Plus if it still leaks it will be a nightmare to try and repair at a later date with dried rubber...

It looks like its going behind the kitchen unit and a clear small amount of liquid is usually synonymous with a condensate pipe. Have a look at the pipework leaving your boiler and see if there is the same pipe leaving the boiler. i would almost put money on it, but just almost

Its possibly your condensate pipe from your boiler, you would need trace it back as best you can to determine this. If it is your condensate it must terminate into a waste or gully. The only real safe way to repair this is to renew the plastic pipe and fittings. Personally i wouldn't try to seal...

Usually, after the stop tap, will be your responsibility. It might be time to get a spade out and start digging a trench and put some alkathene in. the material wont be too expensive and you will save a fortune if you dig the trench yourself. cheers

There is nothing wrong with opening the nut a quarter of a turn, if that, to see how much pressure is there. Obviously don't loosen the nut so much that it comes away from the fitting and you cant put it back on again! A little bit of common sense is required!
