    Your pump may be wired directly to the boiler, in which case, the fault may lie there.

    If you've turned the valve clockwise, you will have turned it off. Some of those valves can be repaired when they leak, if not, you'll have to replace it/them. Have you tried opening it fully? Sometimes they stop leaking when fully open.

    Turn off the cold water supply to boiler underneath overnight, if the pressure remains constant, then you will almost certainly have a pin holed plate heat exchanger allowing mains cold water to enter heating system.
