    Looks from the pic to be the cold feed which fills the CH system, unusual to see that type of tap on it though, have a look in your loft, you'll see where it goes.

    Assuming they're hot/cold pipes, as opposed to heating pipes, I suggest you call an intelligent plumber (yes, we exist), explain the situation, and tell him you will have water off, and pipes bone dry for him to solder, it will take him 5 mins max, and charge you according to where you live...

    Please don't put connections where they can't be seen, Speedfit or anything. Soldered joints only for me in that situ, and please protect the copper from the screed, it will kill the copper quickly

    It sounds like you have some type of cable/bellows type flush valve that IS NOT a siphon. The easiest remedy is to try to find a replacement flush valve of the same make, you can then replace it in situ by unscrewing it from its bayonet fitting in the bottom of the cistern.
