    It may be flying insect activity causing triggering, or wind blowing garden plants about. You could try installing a second pir, some distance away from the present one, viewing the same general area but from a different angle. Wired in series, so both need to trigger to operate the light.

    Is it possible to glue a thin piece of plastic or similar on the top of the pir to form a 'roof' to keep rain off. It wouldn't cover the lens, so not affect the function, but it would extend a short distance over the top to keep it dry. Also, taping over the sensor may have worsened the problem...
