Just to clarify do you mean logging off or shutting down ? What operating system are you running e.g. XP, Vista ?

Does the monitor sync out ? i.e. as if the computer was not turned on ? Does this happen when running any particular piece of software, game etc...? Check all monitor connections first then try a different monitor if you can to rule this out.

Very difficult to diagnose without swapping components....I suggest a trip to your local independent computer store.

If the pictures on Google images are to be believed then your model shares the same case as other Acer aspire desktops...my T180 for example. Try looking on eBay for spares or repair complete units. Failing that you could have the entire case changed. Did you try this acer number...

Encryption key mismatch sounds plausible......Wifi will connect if the SSID (Network name) matches between PC and router, traffic wont be able to be decrypted by Pc or router if key doesn't match. Re-type key in both router and PC. What security are you using WEP, WPA or WPA ?

I haven't got Vista installed (by choice) but I'm certain task manager will be there so yes follow same procedure.

When it does run task manager (CTRL+ALT+DELETE on XP Home) and look at the performance tab.....is the CPU Usage really high, like 100%. If it is then look at the Proceses column, sort by CPU usage by double clicking on the column heading 'CPU' twice. Post back which process is consuming the most...

More likely a config problem right now. Who configured the Belkin wireless box ? and who configured the wireless on the PC ? Is everything new i.e. broadband line etc... or have you just added or changed an existing router ?
