    He does have damp issues yes. It's something I'm going to pursue with the council. He doesn't really care/want to be involved. In the meantime however is there a good way to plaster this/ any good medium term solutions? I have sanded back to where it's not chalking anymore and was thinking...

    Unfortunately I have and he says probably is damp there but he's very much resigned to not getting work done to the house as he feels it's not his his house it's the council's. I'm wondering what practical steps I can take though for the decorating? Cheers
