    Depends on the jointing material, down hill for 75mm lap tape. Doesn't matter with 150mm seam tape.

    It sounds like the alternative outlet is 5 houses down, where as yours probably had a fall going to the other side, which is now capped. You need to pay a visit to the property, check the falls etc, sounds like they haven't given any thought to your gutter.
