You definitely need building regs , and it is quite likely you will need to apply for planning . for the last 25 years , or so , many councils have been removing the permitted development rights on new estate housing , meaning you often need to approach them for conversion of a garage...

S;late is usefull for packing if the set out of the padstone goes wrong

you will also need to make a good effort to ventilate the void you create too.

Its planning that require this. Nothing to do with Building regs . A parking space is normally seen as being 4800 x 2400 , but imho this does need increasing

Totally forget about an outline application. Requirements for such an outl;ine application changed significantly recently. Get pre application advice and go for full planning , using a competent technician

I wouldnt consider it over the top , i see both as the perfect scenario. Just that adding celotex over the top , is an easy fix

interesting question. we were cleaning up a house we are soon to be moving too , and they were in exactly the same areas as the OP mentions. I did also notice them on the driveway .

Make sure you have doubled joists , bolted togethor , under the partitions and also under any bath . Check also that there are solid blocking pieces between the joists , depending on the span , 2 rows may be needed .. As for creaking floor boards , a chippie i was with last week is now...

The bolt size will depend on the frame size / height and the base plate size . I would get the engineer who designed the frame to give you this info , he has most likely just ommitted to supply you with all the info .
