Garden Room stud wall construction/ insulation and membranes

You need a ventilated cavity to allow your cladding to dry, you can counter baton if vertical cladding or just use batons if vertical. You'll need a dpc under your timber frame either in your block work by lapping up the dpm or a separate dpc under your frame or in a course.

    Worried about Builders Work

I would disagree, a builder would have had to deal with this regularly and if not then they should have said they are not sure and to get advice from building control. If you were to as a spark or chippy about building regulations they should know what relates their work.

    Worried about Builders Work

Probably planning permission Vs building regs. Many people believe that builders should know the legalities in the field they are working in. watertight concrete mix

There is a bit more to a real water tight mix design, you need more a fines, a lower water content so a plasticiser, this will help with compaction and close the pores. Are you sure you wont get hydrostatic pressure on your wall?

    Handpump in garden: possible ?

Yes, you'll need to contact the environmental agency to see if you need a licence first, then get a hydraulic survey done to make sure there is water and it's suitable and at what depth. Then get someone out to bore and set a well. Budget for 10k but depending on depth of water it could be much...
