    Its filthy and corroded because either it got wet years ago and no one cleaned it (why would you) Or it is currently leaking and corroding (unlikely) Either way, if you're worried about it, its a communal pipe and the freeholder / landlords responsibility.     If its instant you may need a spark to run in a new cable. If its storage, I believe you need a g3 qualification to install (but dont need building regs sign off / self cert if under 15 litre)

    It starts with careful measurement of old pan and then care when choosing new. Always new pan connector as above. If its a diy job and the cold inlet is in the wrong place, chop it off and use a flexi.

    Tape on thread of compression joint not needed. No tape or compound on joint to flexi with rubber washer. Before making any joint make sure you know 1. what face the sealing face is. 2. Know how the seal is made. If its not leaking - leave well alone.

    Yes its too high, thats why the prv is operating. Is the filling loop open?

    Look up the manual for your boiler to see what the various pipes are. Sounds like the pressure relief valve is operating. If water pours out like a tap then yes, you could have wasted that much water. Get an engineer.
