    The "simple cap" you mention is known as a durgo (air admittance valve) if this is broken then maybe this is the cause of the smell, So buy a new one from your local plumbing merchant, If the smell exists then it could be one of the traps on you sink or bath as seco services suggested.

    If the plaster has blown Its best to take off plaster, I would not dot and dab it as it will add more weight to the already blown plaster. alternatively you could batten out wall (making sure screws fix into bricks and not plaster) and then overboard it and skim !

    It is hard to tell from picture but from the description given I doubt if it is damp it looks like something was on the wall before over skimming and has sucked through the skim whilst drying. Giving it a light rub down wont harm and may help adhesion of paint its a case of trial and error

    Open up all air bricks again and use thermal underlay under all carpet(thermalay 10mm thick) and find a good thermal board to put under laminate, Not as good as completely insulating between all joists but as your on a budget (five year plan)!!
