They tend to give away money to promote capitalist ways forward. Private ownership of assets and resources. A win win situation for them as they know they will get that money back from the system they promote. Economic pressure on others less fortunate. May work short term, but long term you adapt.

There is a lot of money in the dieing game. The Legal Profession and Religions don't like to let a cash cow go easily. Them and the Church are trying to bring down the bill as its affects their finance revenue.

It would cost too much to rebuild/ renovate after the disaster damages.
