If its a block and beam suspended concrete floor you wouldn't be able to just cut a trench accross - but then there might be a void beneath. Youll have to investigate how the floor is constructed.

Your stack may not join directly to the drain in the manhole. May be worth looking at drainage map to check where your drains run.

What type of floor is it in the house? If its a suspended floor you could maybe run the pipe under it to meet the stack - bit of work but not impossible. If poured concrete slab then maybe not.

I believe the addition of an extra separate CU dedicated to a car charger is quite common, and some charger providers do it that way as a matter of course.

One different approach could be to super insulate the flat to reduce the heat loss, add heat recovery ventilation etc., then you would need lower power underfloor heating.

Why not just stick a clamp meter on the flats incoming supply and see what actualy happens if you simulate a realistic maximum demand situation? Then you can see if you do actualy have a problem or if you can stop worrying about it.
