Trv's should be fitted in line with part l of regs but the installer has made a decision based in his customer that he will get more call backs regarding "cold" radiators, where the trv has been set to low, so has probably decided against it and not fitted them. Not sure anything will...

Have you throttled the tap, slow the water down, mi says 2.8 litres per minute to be precise. Does it warm up? What is the boiler doing? If not, there are a few more checks that only and engineer can do to verify the gas pressures, from there you'll get a full diagnosis.
