You've got that valve the wrong way around! the arrow on the valve suggest which way the water should flow. You need to get a flexi with a 1/2" screw end instead of a 3/4" thread that you are using and fit it to the other end. Fat end connects to washing machine, thin end to the mains...

I was testing fro 240v at the element, it was present at the fan, i just assumed it would be at the element as well as all the parts run via 240v's?? It wasn't so I then checked the connections to the element and they all were showing continuity. My multimeter doesn't stretch to insulation...
