Yes it is acceptable to have the gas pipe exposed to the elements. The only unacceptable part is having the pipe work touch any masonry. It should be clipped to the wall but not touching the wall.

The dhw t/stat is actually more of a throttle on the front of the water section, is this the one you're adjusting? As Danny said the dial on the fascia won't alter dhw temp, only ch temp. The dhw ntc is on the dhw pipe coming away from the dhw heat ex, it's piggybacked to the main ntc.

It's your dhw microswitch that's knackered, common problem on the eco's. The new one comes with a wiring harness attached so it's better to get a corgi repair engineer to do. The part number is 248207.

The fan may well have been the problem but if your plumber replaced the silicone tubes wrongly after changing the fan then you'll still get a 03 code. could be worth swapping them round and giving it a try.
