I would build a stud wall attached to the brick wall at the back , with battens placed so the boiler can be fixed to them for strength then plasterboard and skim This way will give you a void behind the plasterboard so you can use this to hide all the water/gas pipes and electrical connection...

It's straightforward enough to remove as you know but if you have no way of disposing of it through proper channels you're a little stuffed I would be phoning your local tip if I were you.....

What did the assessment say what the risk is if you disturbed it i.e. removed it? How do you plan to dispose of it once you have removed it?

I'm guessing the grill twists off allowing you access to the bulb , have you tried this?

Sounds like a standard hinge will do you then , attach it to the top of the timber where you can see hinges used to be and to the underside of the light timber with the pivot of the hinge on the outside, you might need to chop out a small amount of timber to get the hatch to stay flush

Do you mean the ply at the top and the light timber at the sides are fixed together and all form part of the hatch?

If there was a toilet there previously should be straightforward to connect a new toilet to it but you won't know how until you unearth the soil stack Have you got any idea at all where the connection was for the old toilet? Was it plasterboarded over , boxed in?

Could be water pipes feeding that flat , could be a leak from the chimney , could even be a leak in the other flat which has come through to yours You need to have a chat with your neighbour and check their flat , remind me is your flat ground floor? First floor?
