    I think TBH we all would take exception to a neighbour coming on to our land and installing a power cable and box in our airspace . It also makes things harder should someone wish to place an extension on the boundary if there is something in the way but that can be overcome under the party...

    Sorry i thought i had had all the replies i was going to get. I Saw a picture and it was an armoured cable leading across the wall into a 3 inch square black cover, that looks like it is some form of junction box. The owner of the cable i believe still refuses to remove it.

    You could go down wickes and buy a large scraper with a detachable 5 inch blade on it. http://www.wickes.co.uk/Professional-Scraper/invt/154805 The blades are sharp and works wonders when cleaning up lumpy spots on plaster.

    Pulling a ceiling down to fit lights, why is the phrase cracking a nut with a sledge hammer coming to mind. Even if she has no access to lift floor boards above there are still ways to do it that will not involve pulling a ceiling down.
