    Tightening up an old Tap

What bit wobbles? Mostly those buttons come out either by screwing or levering as you have tried, problem is after years of use they get stuck in with scale and gunk! You can try a descaler like Viakal or even white vinegar (not quite as good) wrap a rag or kitchen towel soak it in solution and...

    Knots showing through paint

BIN (two coats) should do fine it is better than standard knotting as it is white. Spot treating would be OK too, but you will need an undercoat over it as it is well known to "flash" (showing through the top coat because it has a different finish) if done in patches.

Should i hack off plaster? Damp

I doubt it's the pipes, rising damp is not uncommon in houses built in the 1900's with slate damp courses. Is it an outside wall or party wall if party does the neighbour have the same problem? I would hack off the plaster a few inches and try a damp meter on the brick behind, If a new dpc is...

    Leak

Then my advice about lsx and a washer in the fitting will work. The upper one should work with a new washer too as long as the end is flat and smooth as said by fixitflav
