I would suggest that someone has replaced the fan with a non-timer one and connected the permanent live (red) to the fan instead of the switched live (yellow)

You need to establish which is live in, A or B. This goes in 4, linked across to 1. The other brown goes in 2. The blues go into 3.

That is the cable that goes to the switch. You don't need it anymore, as you are replacing it with the kinetic switch.
