If its cold down there with little air circulation you are going to get condensation. That may be all you have already.

My experience is over sanded gloss paint. Which is one of its primary purposes. Maybe its ok on bare wood.

You didn't post a photo of the tear. You are unlikely to find matching wallpaper if it is years old and there is none in the garage or attic. Have you tried to remove it with a steamer? It may come off no problem.
