To power down a panel you would remove all power to the board , battery and mains.To power up just requires one of them , but I usually switch on the mains first , just in case the battery ( new or old ) has poor charge.Always take care around hazardous voltages.

I always put contacts on front and back doors , that way the alarm will not set with a door open.There are contacts for all kinds of doors , plus you can use the CHIME function with a contact but not with a pir.

Your battery is duff.Power the panel from the mains only , make sure it still works , check for a charge voltage at the battery leads , if all ok , get a replacement battery.
