    Let the weep holes do their job. Keep them clear and unblocked. Stops water going further down cavity and causing problems.

    Some heavy prolonged wind driven rain may be getting through the roof tiles and into the wall cavity. The weep hole is there to expel it. Probabley a drip channel in the cavity to funnel it to the weep hole.

    You are starting to "over think" it. You are not the first, and certainly won't be the last , to have building work done that does not meet your expectations. Maybe a second opinion from another builder to visit on site ,recommended by family/ friends, to put your mind ar ease.

    Builders are not skilled plumbers, so the pipework should have been better. The extractor / vent is a lash up. Pipes need clipping by the compression elbows otherwise they will eventually push off over time. Sadly standards have slipped across all trades. Monkey see monkey do.
