If the brick is Engineering brick or Fletton brick, then emulsion paint will fall off eventually. To be safe i would buy Zamix Super Prime and use that on the bricks & breeze block first. Then coat all surfaces with an washable coating being Dulux Trade Acrylic Eggshell. NB Make sure you...

I wonder if ya could prime then undercoat with acrylic based. Then fill gaps with white flexible caulk. Then coat over all above with an Clear Coat Laquer (water-based) ! What ya think Zampa ?

Does the instructions write as follows, "New/Bare surfaces must be thinned down 20% water for first coat" ? i.e. When you write, "Dilute with up to 20% water for initial coat". Does this actualy refer to New/Bare surfaces ?
