Make sure the system in not under pressure when you repressurise the vessel. pump up the vessel to required pressure with system at 0, then fill system and re-check.
As has been mentioned, its either electrolytic corrosion, or residue of flux, is the pipe a cold main??? are there one or two pipes side by side??? or does there seem to be any indication that another pipe was running along side??
Well Its very possible that you need to upgrade to 28mm from the meter, BG are doing this on most installations of combi's now.
Re-do you calc's and add on the heat inputs for you cooker and fire, will prob find you need to upgrade.
The glow worm is a great boiler, I think its got the top rating under sedbuk at the moment, however whichever you want to install make sure you incoming main can deliver the required flow rate.

Like I said it could be scale build up in the heat exchanger, If it has a plate exchanger this is most likley the case, but without knowing the model its hard to tell.
Please dont take offence, but are you competent to re-plumb??
If there are no problems with the new pipework then I would look at the possibility of scale build up in the heat exchanger.
Hi I have had quite a few simmilar problems with c,c pans from a certain Big & Quiet DIY store. it seems there is a narrowing in the neck of the trap of a huge batch of W.C pans from them, have had 6 changed now..
