    Technically it is part of the flue as stated but your boiler should have a condense trap so no products of combustion should be able to pass the trap, that said I have worked with engineers who have shut down boiler as unsafe for no other reason than a small drip from a joint in the condense waste.

    Im assuming you have a combi boiler so therefore your problem is likely to be due to the diverter valve letting by, is the water less hot also as that is another symptom when the valve is letting by.

    Best to use a pipe stat as its backplate which makes contact with the pipe to register the temp is curved or angled unlike the cylinder stat which is flat.

    Sounds like the valve is too tight or you have a defective actuator, I apply silicone grease and work it in a bit, heard that WD40 can react with some plastics, not too sure about that as it shines my car bumpers OK :)

    How would you fit an external EV, you cant isolate the internal one which is only a trapped bubble of air after all, its no big deal to regenerate it.

    Port AB is the flow from the boiler, port A is the flow to the rads while port B is flow to HW cylinder indirect coil, did you check the valve spindle was nice & free to move, the amount of travel of the spindle is very little with the Honeywell type.

    Just a suggestion, why not use an electronic programmer and future proof it, besides the fact their probably cheaper they also have features like 1 hour plus etc and you will be able to properly update you system with a 3 way valve with room & Cylinder stats in the future, you must be realistic...
