i have taken off panel to expose electrodes and only one is sparking could this be the problem or should it work just as well with one

yes gas is on cooker lights

boiler was working fine .if i turn boiler on it fails to light and the lock out bulb lights,if i press the reset button,fan kicks in can feel pump working have seen sparks from ignighter over burner any ideas would be great
