    Do you mean the cold water storage cistern or the feed and expansion cistern? One is usually big the other one much smaller. If it is turning to steam you could have a major safety problem on your hands.

    it's not just standing water on the pipe.... it was a puddle on the floor.... we do get a certain amount of condensation on the bottom of the toilet cistern.... this water has just appeared in the recent cold spell...

    Not a typo - just a term I use for concealed cisterns - based on a brand name that I used when they first came about. So you can get whatever one you want - but best to get one that's insulated.

    Could be that or condensation from the cistern, give it a while to full dry out then sand and give it a coat of paint and see how it goes. If the stain comes through then try some stain block paint.

    If the cistern is plastic then this is a warm surface and shouldnt have as much, if any condensation on it. If it is porcelain then this could sweat as the surface is cold against the warmer temperature of the bathroom. Having said that the paint should still be ok.

    the problem is less the heat of the room than the extremely cold water in the mains at the moment. Even if the ventilation is o.k., the cold water will cause moisture to condense out of air of an acceptably low level of humidity when it contacts the cistern.     Why don't cistern manufacturers line the system with some sort of insulation foam, job done, no more condensation problems. It could be as easy as spraying on an expandable foam product around the inside during manufacture :?
