All different rooms, mainly exterior walls. But one is a wall with chimney breast above and adjoining with neighbour. I have tried de humidifiers incase it was condensation and it does dry it out a tiny bit but doesn’t solve it and it returns once turned off

Can anyone tell me or confirm if this is in fact damp in my home? And what would be needed to treat / sort it
