Despite this my pressure remains low, can you suggest any other way for me to top up the water in the tank, with a flexible Hose? What would happen if I attach a flexible hose from the cold inlet to the boiler return pipes? is it even possible? What about Re-pressurizing the expansion tank?

I have found some Pipe connections towards the back of the cupboard. The one that feels hot leads to the Motorised Valve, The other one feels cold and comes from the Boiler Return Pipe, at the bottom of the cylinder.

The pipes on the bottom of the radiator have always been a Luke warm/cold btw, strangely, one side is a little warmer than the other side on all radiators. Mate I would have absolutely no idea about what a ballcock In the building is, when an engineer is usually called by estate management, they usually work downstairs in the engineering/plant room so I believe thats where the communal boiler is.

When you say switch off the Hot water, do you mean the incoming mains water or the Hot Outlet at the top of the cylinder? The Hot outlet at the top of the cylinder supplies hot water to the taps in the bathroom, shower, and kitchen. The incoming mains, controls ALL water. if I turn that off...

are you guys referring to these silver boxes are the motorised valves? if so, both pipes are hot. radiators still cold. On the valves it says Auto and MAN (for manual im guessing) both are set to auto.

No there is only this white expansion vessel here in the property, the Flexible hose goes fro expansion vessel to incoming mains water pipe.

My Central heating Is controlled by A programmer, which is currently On +3 Hours, and the thermostat is at the highest. One of the gauges read 0 and the other is not in fact a gauge or valve at all, I believe.
