    It would also be good to see pics of the damp inside the house, and to know where this damp is in relation to features like airbricks outside. Also, check it's not a leaking pipe inside that is causing the damp.

    What I am saying is the cause of the problem is you have a big solid concrete slab, with no drainage from it anywhere, right up against the house. So, water will just run of the slab, under or around the concrete edging (which doesn't look waterproof), and straight down the side of the slab...

    We have one pic from the outside. Looking at that, do you think more could have been done to prevent cold air getting in under the cill? It seems the door has been put in place OK, but perhaps not been given enough protection from cold wind coming in below it.

    So, looking at it I am proposing the theory that the area between the black wooden cill and the bricks below is not air tight, and this is allowing cold air in underneath the door, making your floor cold and the plastic door cill cold. This also explains the cold draughts you are experiencing.
