    You know, I think I've sussed the problem. I wasn't accurate enough in my first post here because I hadn't capped off the hot and cold water taps, only the hot ones and have capped the cold water supply going into the bathroom. This must be the feed into the F&E tank which explains why it...

    There is a stopcock next to the small tanks, but there ain't any water flowing when opened (anti-clockwise I assume) or closed. If the main stop cock is the one for the cold water then it is on, but I at the mo I couldn't say where it is if that isnt it or whether there are any drain valves...
