    That mesh looks like the mesh plasterers use on outsides for rendering. The key green paint you say he used is probably blue grit or thistle bond it. It's basically pva mixed with grit so the plaster has a good key. There's still no need to mesh the area you need to fill John just fill it in (y)

    Patch it in with plasterboard and reskim the ceiling. If the plumbing is done correctly there's no need to have a hatch in your ceiling just in case lol

    Just wet the channel with water to kill the suction. You can add some mesh over the bonding after but you don't really need to. It's not like a joint in plasterboard that needs meshing (scrim) it wont crack if filled correctly.
