    It may very well have plain bearings. If you take it apart you can clean it out with a paint brush and white spirit. Don't apply oil because fine dust will constantly be blowing through and will stick to the oil. You could try a dry lube like PTFE or graphite powder.

    "Boards" like distribution boards were always steel IME. Steel CU's in houses, less common, except perhaps in larger sizes or posh people. This house was built with a 12-way steel Wylex, with those pop-button MCBs. My old mum's house was rewired with a similar one in the 1970's. 8 way I think.

    I was quite surprised when I found that some CUs are made of thermoplastic. IME accessories are usually made of thermosetting plastics like ABS or Bakeite, which will char, but not melt or flame.
