    In your second right way up photo, is that a flush screw under the cross head handle. Perhaps you can unscrew that to release the cross head and gently tap it upwards, preferably with something wooden.

    As the diaphragm ages/deteriorates, it stretches, so needs a good flow of water to push it up and fire boiler. So pop in a new diaphragm and clean the governor.

    If you now have the manual and you feel confident, why don't you remove the governor and clean it. It really is not difficult to do. Turn water off and open hot tap at sink, watch out for surplus water escaping when you undo brass nut!
