I thought so but the top pic one won't turn, I've tried wd40 on it as well. I think the screw is buggered

I have a boiler which the pressure has dropped to 4, it was 8 but I bled radiators and it dropped further. I've googled and read about doing it via the loop - one end has a screw which when turned water comes out- it doesn't seem to be going through the other pipe - there isn't an islolation...
