Thanks again for everyone's help. The heating valve was the issue and the microswitch was stuck on as everyone said. Took it apart and the microswitch was visibly broken so gonna get it sorted.

So it should be continuity when closed and not when open on them both?. Which one do you think it likely is? Thanks

Thanks. The heating one seems to open and close fine so should I replace the hot water one or is there another way to find out which one is dodgy?.
