Should the dpc overlap with the existing? It is two brick courses too low and doesn't lap vertically up to the current dpc

How would you class this quality of internal brickwork? This was for our garage, the door was bricked up cavity wall and window installed. My main issue is the mortar gaps being 3cm in places!

Hello, I am converting garage and want to install a timber floor (battens/joists) on the existing concrete , but need to level the sloping garage floor. Does anyone have tips on best way to do this. Is using shims best, and if so what type of shims? Thanks for help.
