Yes it spins freely when I flick it. There is a speed control with low and high but changing between them did nothing.

Hi all, I'm having trouble with my extractor fan. The speed is very slow at around 1rpm. I've tried changing the speed setting and as you can see not much dust. This is an Xpelair timed device. Anyone got any ideas?
