i intend putting 8 halogen downlighters in the kitchen 4 either side of the ceiling how do i get the wiring from one side if ceiling to the other bearing in mind there are 3 joists in between

i have a 13 month old combi ravenheat 100et which no longer lights or does anything, its been checked and theres power to the timer and the pump , there is a small 1 amp fuse that keeps blowing has anyone any idea what the problem is help help help.
