It sounds like the engineer has found standing pressure at the meter is as expected but has reported low working pressure to Transco. Once they have corrected working pressure, gas valve may need adjusting to get correct pressure at burner and then hopefully all will be well.

My first thought would be to test the temp sensor as previously sugested.
