The timer is not letting me do anything.I have replaced the battery. The timer appears to have deteriated since the problems began with theboileroiler

Help please, My control panel is stuck on 12.00am and won't let me turn off the heating. The boiler is flashing H3 and there is no hot water.There is only limited heating. :(
