I generally find that the plastic pipe out of the trap has been cut with an hack saw and the rough cut has not been trimmed smooth, ideal for catching hair.

It is probably the warm start for domestic hot water. To turn if off you need to turn the hot water control on the boiler to the off position then back to your setting. To turn it back on the control full on then back to your setting. Turn it off and see if that helps. :wink:

You can manually turn the valve about a quarter of a turn to close then back to open. If the valve is still passing hot water, then it needs replacing. Also when draining down see if the system is full of sludge if it is fill and flush out a few times as that may affect the valve operation.

If you cannot manually turn the valve on and off then it is a drain down and replace

Change the complete valve and that will sort it.

It seems odd to me that your property extends over the next door boundary line. Maybe it is the boundary fence line that is in the wrong place because if it was between the two properties your flue would be on your side of the fence. Property deeds may hold the answer?
