How can you work out if its the gas valve or the thermostat? Thank you

Have checked the gas is fully on. Had a corgi reg guy come round tonight and he said it could be the gas valve or a thermostat. Does this sound correct?

I have the Baxi Solo 40rs boiler and am having a few problems: The pilot is hard to light and when alight the flames do not turn up high. So the water hardly warms up, and the radiator don't warm up. what could be wrong? Thanks in advance.
