the soil vent pipe is under the floor, should i just pull the waste pipe out of the floor and see if there is something i can do? what sort of conectors will there be?

Hi i live in a new house but had to change the pan in the downstairs loo. I can always smell the sowers now or something not that nice. Should the waste pipe be fixed in place as it very easy to move around? why does the room smell?? please help
