The outer sheath is made from some sort of hard fibre resin.....I've scratched the paint off and its a light grey in colour. GTC are the transporter. I've attached more pictures and the letter. Thanks again for taking time to look at this.

Sorry, I was under the impression that you thought the wall that the pipe goes into was new. It does go into the wall, but it was built like that originally. The letter does state "At Risk". Thanks again TC
