Would love to remove permanantly, but apparently this would contravene planning. Think i may have to remove and felt over the hole. then replace chimney over top? Any thoughts?

Hi I have a modern (2yr) three storey town house. There is a GRP chimney on the roof. From the loft i can see straight up into the chimney. There is a lot of moisture condensating on the chimney, and dripping into the loft. Is it possible to insulate the GRP chimney in some way or any...
