Didn't use dpm cz on top of concrete. No it comes. Level with blocks! Someone said it could be the concrete hasn't cured yet?

Hi i have just built concrete block shed in garden when i have laid concrete floor inside i seen to be getting a lot of water of it. Any ideas why or how to stop it?
